Is Tibet worth visiting on one of them group tours or are they too restrictive. And when is the best time of year to visit??

At the moment you cannot visit Tibet until April at the earliest. Currently foreigners cannot get a permit to visit.
The tours you go on are private tours, so they are not that restricted. The main problem might be their cost.
